What the agreement covers
Eligible originating industrial products can benefit from preferential customs duties under the agreement. Eligibility depends on the tariff code, the applicable origin rule and the supporting proof, not simply the country of dispatch.
These arrangements facilitate trade with the EU. They do not constitute EU membership or automatic approval of a manufacturer or its products.
02 / Before shipment
Documents to prepare
- A precise product description and HS/CN tariff code. Identify the actual production site and manufacturing steps.
- The proof of preferential origin allowed by the applicable protocol, such as EUR.1 or an origin declaration, subject to its conditions. Ask the exporter to substantiate origin.
- Commercial invoice, packing list, transport documents and customs declaration. Agree the Incoterm, named place and responsibilities before ordering.
- Technical documentation, test reports and declarations required for the exact product and intended use. CE marking is required only where applicable legislation provides for it.
03 / Landed cost
Preferential duty does not mean zero import cost
Check import VAT, any excise duties, trade-defence measures, safeguards and product-specific obligations. Freight, insurance, customs handling and testing can also affect the total cost.
Use Access2Markets with the product code, origin and EU destination for the intended import date. If origin is uncertain or processing involves several countries, validate the applicable rules before relying on a preferential rate.
